Well SOPA is an acronym for "Stop Online Piracy Act". As the name implies, it's a security system to prevent illegal sites where piracy takes place.
Protect IP is more or less the same thing, just "not as bad", it's a common tactic, SOPA gets the attention, they try to fly Protect IP under the radar, which hasn't been very successful either.
Now, it is supposed to stop illegal activities, but in reality, it's probably going to do something completely different.
It gives the entertainment industries full rights to sue sites that have copyright infringing material on them, such as music videos, movie clips, even gameplay videos. Sites like Youtube, Twitter, Facebook and more would be in threat of it. What's worse is that they are given no chance to remove the infringing material that their users may have posted.
Even links to such material is grounds for blocking a site via DNS, suing to have them removed from search engines. Not only that, but it also gives the companies the power to sue new sites into submission, their competition would be eliminated just on the grounds that they might have infringing material.
It's real, and it's scary. But many people are acting against it. I have doubts that it will actually pass.
